Stats on a rank 14 obby launcher?

Can anyone tell me the stats of the rank 14 or 7 obby launcher please? I cant read Russian

I just created a +7 lvl 75 cerebus, but now I think I should have saved the chips for the obby. Someone told me that it gives +150% atk 100 accuracy, and +1.00 second launcher attack speed. The cerbus only gives +0.1 launcher atk speed.

that would be godly... anyway, what makes you think it goes up to +14? 0_o
